The Competency Alignment System™

A complete, governed competency framework built specifically for Organ Procurement Organizations.

Components of the System

These are the governed elements that make the system complete, coherent, and survey‑defensible.


1. Technical Competency Spine

A role‑specific competency spine built on a role‑agnostic governance architecture.

It defines:

  • the competencies required for safe, compliant practice
  • what must be validated
  • how competency is structured and governed

This is the foundation of the system.


2. Curriculum

A domain‑based curriculum aligned directly to the TC spine.

It provides:

  • instructional sequencing
  • clarity on where each competency is taught
  • a unified structure for consistent instruction

It is not training content — it is the teaching architecture that supports governed competency.


3. Competency Checklist

The Competency Checklist is the official, governed checklist for each role. It defines exactly how competency is demonstrated and validated.

It includes:

  • the Technical Competencies
  • the Performance Tasks that demonstrate each competency
  • the required Validation Methods
  • the developmental Progression Levels
  • the governed Completion Rule

It establishes:

  • the validation criteria
  • the observable behaviors required for independent practice
  • how validation is documented
  • when remediation is required

This is the official checklist used to validate competency.


4. Internal Consistency Matrix

The Internal Consistency Matrix ensures that all governed components of the Competency Alignment System™ remain aligned, complete, and coherent.

It connects:

  • the Technical Competency Spine
  • the Curriculum
  • the Competency Checklist
  • the Conditions for Coverage

It does not map to workflows or SOPs. It ensures the governed components stay internally consistent and survey‑defensible.


5. Sign‑Off Form

The Sign‑Off Form is the role‑specific attestation that the Competency Checklist has been fully completed.

It provides:

  • a consistent, traceable record of competency completion
  • a survey‑defensible confirmation that all competencies reached Independent Proficient
  • validator and learner signatures
  • a clean operational bridge between governance and practice

This form confirms that the Competency Checklist has been fully completed.
